I can't say for sure, but it's likely a T-shirt made in the USA around the 1980s that has been bleached.
There's a nice contrast, with areas that haven't been sprayed and areas that have been densely sprayed. It's intentional, yet it doesn't feel forced, a wonderful balance.
In addition, the white stitching that stands out against the faded black color shows that this T-shirt had a very high potential even before the bleaching.
