This is a sailor collar blouse by Mayumi Minowaba, a dressmaker who is active in television and magazines.
I ordered it online a few years ago. It's a very lovely blouse, but the color just doesn't suit me, so I hope someone else can make good use of it. I've worn it twice.
Ms. Minowaba will basically not be selling online in the future, so I think this is a rare piece of clothing that is hard to come by. It's a lovely sailor collar blouse that doesn't look childish. The photos 5-10 show her wearing a different color (black) and a different sleeve length.
