This is a Star Alliance stamp-equipped ballpoint pen, a ''limited edition'' product that is no longer in production.
As shown in the image, the pen tip extends to about 11cm, and then the pen tip appears.
I have never used it, and it was given to me by a relative. It seems to be quite old, and its rarity is likely high.
